La planta de oficiales y suboficiales de las Fuerzas Militares, será fijada por el Gobierno Nacional, con base en las necesidades de las mismas, y tendrá como marco de referencia un plan quinquenal elaborado por el Ministerio de Defensa Nacional revisado anualmente.
