El Departamento de Provisiones tendrá supremacía sobre todos los Departamentos y oficinas que actualmente manufacturan equipos, materiales y útiles para el gobierno, así como sobre todas las imprentas y litografías de propiedad del mismo Gobierno y sobre cualquiera otra clase de establecimientos de la mismo índole que en lo sucesivo se establezca para ese objeto, excepto aquellos que por autorización del Consejo de Ministros deban depender exclusivamente del Ministerio de Guerra.
