Artículo primero. Con ocasión del XXXIX Congreso Eucarístico Internacional y la presencia en Colombia de Su Santidad Pablo VI, los días 22, 23 y 24 del presente mes de agosto serán días cívicos y, además, de vacancia para los servidores de la Rama Ejecutiva del Poder Público y de las Empresas Industriales y Comerciales del Estado que trabajen en el Distrito Especial de Bogotá.
