El Departamento Administrativo de Aeronáutica Civil solamente podrá celebrar contratos de trabajo para la ejecución de las obras públicas a que se refiere el ordinal 3º. del artículo 3º. de la presente Ley. Los contratos de trabajo que hasta la fecha de vigencia de la presente Ley hayan sido celebrados por el Fondo Aeronáutico Nacional deberán cederse al Departamento Administrativo de Aeronáutica Civil, el cual asumirá todas las obligaciones y derechos en ellos contenidos.
