Art. 133. Habrá en la capital de la República una Corporación de seis miembros denominada “Gran Consejo Electoral”. De estos miembros dos serán nombrados por el Senado, dos por la Cámara de Representantes y dos por el Presidente de la República. Por cada principal se nombrará un suplente. Unos y otros durarán por un año contado desde el 1º de Febrero del año en que se reúnan las Asambleas Electorales.
