° Para que el Gobierno Nacional pueda efectuar los desembolsos a que haya lugar, será requisito indispensable la autorización del Ministerio de Hacienda y Crédito Público, formulada mediante resolución en la cual se fijarán las condiciones y características financieras de acuerdo con el estudio que al efecto realice la Dirección General de Crédito Público, del Ministerio de Hacienda y Crédito Público.
