Los municipios y la intendencia favorecidos con las participaciones a que se refiere la presente ley, y que tengan un presupuesto mayor de cien mil pesos ($100.000.00), deberán destinarlas a gastos de educación y de Fomento municipal; y los municipios restantes deberán destinar el Cincuenta por ciento (50%), por lo menos, a los mismos fines. De esas Inversiones se rendirá cuenta a la contraloría general de la república.
