El Gobierno Nacional reglamentará dentro de los ciento veinte (120) días siguientes a la expedición de la presente ley, la forma en que podrán establecerse en proyectos de Asociación Público Privada, unidades funcionales de tramos de túneles, en virtud de las cuales se predicará únicamente disponibilidad parcial y estándar de calidad para efectos de la retribución.
