Los contratos que celebre el Gobierno en virtud de las autorizaciones que le conceden el artículo 1º y 2º de la presente Ley, sólo requerirán para su validez la aprobación del Poder Ejecutivo, previo concepto favorable del Consejo de Ministros, cuando su cuantía así lo requiera.
