Art. 4.° La Nación ausilía así mismo, con la suma de dos mil pesos ($ 2,000) de su Tesoro, al distrito de Moráles, en la Provincia de Mompos, Estado soberano de Bolívar, el cual ha sido casi totalmente arrasado por un incendio. Esta suma se destinará preferentemente a la reedificacion de los locales de escuelas, cárcel i casa municipal; i el Poder ejecutivo nacional la pondrá, en dinero sonante, a disposicion del Presidente del Estado soberano de Bolívar, con el objeto indicado, tomando para ello todas las seguridades que estime convenientes.
