La renta de licores, en guarda de la salubridad, seguridad y moralidad públicas, será administrada directamente por los Departamentos.

Estas mismas entidades deben producir estos licores directamente o por medio de contratos con particulares, sin usar sustancias que sean nocivas a la salud, como el anetol, y sin que puedan vender licores de otros grados de los siguientes del areómetro Cartier:

Aguardiente común y anisado, no menos de 18, ni más de 20 grados.

Ron, 17 grados; y

Alcohol puro de 30 a 40 grados.
