Artículo primero. Destinase la suma de sesenta mil pesos ($ 60.000.00) para llevar a cabo en colaboración con la Gobernación del Departamento de Caldas, una campaña de acción comunal orientada a la pacificación y desarrollo de esa región, incluyendo los cursos que para tal fin haya que realizar.
