º El Instituto, previo el trámite que adelante se establece, aceptará la solicitud de sustitución de obligaciones pensiónales cuando el concepto del Ministro sea favorable. La decisión d-el Instituto se producirá mediante resolución motivada, contra la cual procederán los recursos de reposición y apelación en la forma establecida en el artículo 5º del Decreto 2677 de 1971.
