Art. 31. Igualmente fijarán las reglas de procedimiento, amoldándose en todo lo posible á las leyes sobre la materia, que deban observarse para el levantamiento de las pruebas que den origen á la aplicación de los castigos señalados en el Capítulo XVI de la Ley, á fin de obtener que éstos no se hagan ilusorios.
