La emisión de la estampilla se hará hasta por la suma de quince millones de pesos ($ 15.000.000.00) por parte del Gobierno Nacional, en series de un centavo, cinco centavos diez centavos, un peso, tres pesos, cinco pesos, diez pesos y veinte pesos. Esta emisión se entregará al Departamento del Atlántico, y su uso y aplicación se limitará sólo a este Departamento.
