Comisiónase a partir del 11 de noviembre de 1996 y por el termino de cuatro días (4) a la doctora Jacquin Strouss de Samper, con rango de Embajadora de Buenos Aires - Argentina, con el fin de asistir al homenaje del poeta José Asunción Silva, que se llevara a cabo en esa ciudad.
