Hay dos clases de electores: primera, los colombianos varones, mayores de veintiún años, que sepan leer y escribir, y los que, careciendo de esta condición, sean propietarios de finca raíz de valor de mil pesos ($ 1.000) oro, o tengan renta anual de trecientos pesos ($ 300) oro; y segunda, los demás ciudadanos.
