El 15 de Octubre anterior á la primera reunión del Congreso se reunirán las Municipalidades para hacer la elección de Consejeros Electorales, y el 1.°de Diciembre siguiente se reunirá el Colegio Electoral para hacer la elección de Senadores. Cada cuatro años se reunirán en las mismas fechas y con los mismos objetos.

Parágrafo

Los Consejos Municipales serán elegidos popularmente conforme al artículo 11 de la Ley 42 de 1905 y á las demás disposiciones pertinentes.
