Art. 1.° Cuando alguna de las Lejislaturas de los Estados no haya hecho uso del derecho que les concede la lei 94 de 1873, la Dirección jeneral de la instrucción universitaria lo pondrá en conocimiento del público por medio del Diario Oficial , i fijará un plazo, que no será menor de 90 dias, contados desde la fecha del primer anuncio, para que se haga oposicion a las respectivas becas.
