Articulo 2º Autorízase al doctor Misael Pastrana Borrero, Embajador de Colombia en Washington, Estados Unidos, para firmar en nombre del Gobierno de Colombia el contrato de garantía relacionado con el empréstito de dólares canadienses C$16.740.000, otorgado por el Banco Interamericano de Desarrollo, en su calidad de Administrador del Fondo constituido por el Gobierno Canadiense, a la Corporación Autónoma Regional del Cauca y a la Central Hidroeléctrica del Rio Anchicayá Ltda.
