La responsabilidad por el desempeño de las funciones de la Organización señaladas en este Capítulo corresponderá a la Asamblea General y, bajo la autoridad de esta, al Consejo Económico y Social, que disponga a este efecto de las facultades expresadas en el capítulo X.
