Modifíquese el numeral 13 del artículo 84 del Decreto 2147 de 2016, el cual quedará así: “ 13. Cuando se trate de una zona franca permanente o permanente especial, permitir que en el espacio asignado a un usuario industrial o comercial realicen actividades personas naturales o jurídicas diferentes a estos, salvo que se trate de personas naturales o jurídicas que presten servicios necesarios para el desarrollo del objeto social del usuario de zona franca.”
