Declárase prescrita la pena ó la acción criminal á que se hayan hecho creedores loe militares que al servicio del Gobierno ó de la revolución hayan cometido delitos comunes ó políticos en las últimas guerras civiles.

Parágrafo

Exceptúense de esta disposición los casos en que los delitos cometidos sean de aquellos que castiga con pena de muerte el Código Penal.
