Extiéndese la facultad concedida al Gobierno por el artículo 2º de la Ley 68 de 1928 en el sentido de que pueden gozar de la rebaja extraordinaria de que dicha Ley trata, con las excepciones allí establecidas, los reos de delitos cometidos con anterioridad a la fecha de la sanción de la presente Ley.
