º. Ningún proyecto de decreto o de resolución ha ejecutiva podrá llevarse a la firma del Presidente sino por conducto del Secretario General o previo visto bueno de éste. La Secretaría General llevará un registro de los proyectos de decretos y resoluciones ejecutivas que se le envíen, con la anotación del trámite que cada uno reciba.
