La Empresa Nacional de Telecomunicaciones, Telecom, durante la ejecución y operación de las conectantes satelitales supervisara y controlará el cumplimiento de las condiciones exigidas en el artículo 4º del presente Decreto y las demás que determinen las leyes y los reglamentos; además reglamentará las condiciones bajo las cuales prestará a los suscriptores los Servicios Satelitales Especiales.
