Autorízase al Ministerio de la Cultura su concurso en la modernización del Festival Folclórico, Reinado Nacional del Bambuco y Muestra Internacional del Folclor como patrimonio cultural de la Nación en los siguientes aspectos:

Organización del Festival Folclórico, Reinado Nacional del Bambuco y muestra Internacional del Folclor, promoviendo la interacción de la interculturalidad nacional con la universal;

Cooperación para los intercambios culturales que surjan a partir del Festival Folclórico, Reinado Nacional del Bambuco y Muestra Internacional del Folclor.
