Art 6º El Poder ejecutivo creará Comisiones de estudio para la reforma de la Tarifa, compuesta de tres notables comerciantes, en cada uno de los lugares siguientes; Bogotá, Medellín, Barranquillla, Cúcuta, Bucaramanga, Cartagena y Cali

Cada comisión tendrá sus respectivos suplentes nombrados por el Poder Ejecutivo
