° Los mismos Agentes cuidarán escrupulosamente de que no vengan á Colombia emigrantes inútiles, afectados de enfermedades contagiosas, viciosos ó que por cualquier motivo puedan ser perjudiciales a la República. Al efecto advertirán a los emigrantes que adolezcan de tales tachas que su establecimiento en Colombia no tendrá la protección del Gobierno.
