Es la primera autoridad ejecutiva del organismo, sus atribuciones y funciones surgen directamente de la ley y de los estatutos de la entidad o de las disposiciones que adopte la Junta Administradora. Por este carácter toma la calidad de funcionario público y ejerce la representación legal de la entidad.
