Autorízase al Gobierno Nacional para celebrar con el Banco de la República un contrato por medio del cual se modifique el que rige en la actualidad y se convenga la prórroga, por el término de 99 años, de la duración del Banco y del ejercicio de la facultad de emisión de billetes, conforme a las bases que sobre la materia se señalan en esta Ley.
