El Gobierno Nacional deberá efectuar los traslados, créditos y contracréditos y demás operaciones de orden fiscal o presupuestal a que haya lugar para dar cumplimiento a esta Ley, en caso de que no hallen en los Presupuestos las apropiaciones correspondientes.
