La distribución de la participación del impuesto a las ventas, de que tratan los literales a), b) y d) del artículo 246 del presente Código se hará proporcionalmente a la población de cada una de las entidades territoriales, y dentro de cada entidad territorial en proporción a la población de cada Municipio, teniendo en cuenta lo dispuesto en el artículo 248 del presente Código, para las poblaciones de menos de 100.000 habitantes.
