Créase una Corporación Regional Autónoma en el Departamento Norte de Santander,-Municipio de Cúcuta- entidad que gozará de personería jurídica y cuya sede principal será la ciudad de Cúcuta.

Parágrafo

La Corporación así creada se denominara "Corporación Regional de los Valles del río Zulia", y su radio de acción estará comprendido entre los ríos Peralonso, Zulia, Grita, Guaramito y quebrada China, sin perjuicio de que la Corporación establezca los linderos definitivos en función de la integración de sus operaciones.
