Las autoridades de tránsito y transporte sólo podrán retener la tarjeta de operación en caso de vencimiento de la misma, o cuando el vehículo se encuentre prestando el servicio en ruta o área de operación no autorizada o sin portar la planilla de viaje ocasional correspondiente. La tarjeta de operación retenida deberá ser remitida al Instituto Nacional de Transporte y Tránsito en cuya jurisdicción se encuentre la sede de la empresa, para efectos de iniciar la respectiva Investigación.
