Las zonas francas tendrán por objeto promover el comercio exterior, generar empleo, divisas y servir de polos de desarrollo industrial de las regiones donde se establezcan mediante la utilización de recursos humanos y naturales, dentro de las condiciones especiales fijadas en la presente Ley y en los decretos que la desarrollen y reglamenten.

Conforme al objeto descrito en este artículo, las zonas francas prestarán un servicio público y no perseguirán fines de lucro.
