El promedio anual de escrituras otorgadas en los últimos cinco años en cada Círculo de Notaría determinará el número de Notarios que deban prestar en él sus servicios durante el periodo siguiente. Cuando el promedio dicho sea superior a tres mil escrituras por cada Notario, podrá crearse uno más por cada tres mil escrituras o fracción de exceso, si el Círculo fuese de primera categoría y de dos mil o fracción, si el Círculo fuese de segunda o tercera categoría.
