Competencia de las entidades. Las entidades delegadas por el Ministerio de Minas y Energía para adelantar y decidir trámites mineros se consideran competentes en los términos de la delegación, dentro del ámbito de su jurisdicción y respecto de los minerales de su competencia para tramitar y legalizar explotaciones de minas de propiedad estatal sin título minero inscrito en el Registro Minero Nacional.
