En desarrollo del artículo 1° el Gobierno procederá a dictar las medidas conducentes con el fin de dar cumplimiento a lo ordenado en esta Ley, incluyendo en el presupuesto global del Ministerio de Educación las partidas necesarias para la acción y funcionamiento de la Escuela Normal así creada.
