Art. 13.º Los Presidentes o Gobernadores, a que se refieren los dos artículos anteriores, determinarán la forma que deben tener las guias, i las precauciones que deban adoptarse para evitar su falsificación, i suministrarán a los empleados respectivos los esqueletos necesarios para dichas guias.
