Si en los Presupuestos Nacionales de Rentas y Gastos que vote anualmente el Congreso Nacional, no se incluyere la partida contemplada en la presente Ley, el Gobierno hará los contracréditos o traslaciones que fueren necesarios para dar cumplimiento a este mandato del Congreso, dentro de las vigencias de 1960, 1961. 1962.
