En el caso de no ser incluidas en los respectivos presupuestos las sumas a que se refiere esta Ley, el Gobierno Nacional queda facultado para contratar uno o varios empréstitos con la Federación Nacional de Cafeteros, entidad que prestara dichas sumas de las que hoy tiene por concepto de cuota de retención, todo con el fin de atender a las inversiones decretadas por esta Ley, y sin perjuicio de que, si fuere necesario, el Gobierno Nacional pueda celebrar otras operaciones de crédito con entidades nacionales o extranjeras con el mismo fin.
