Art. 21. Responden igualmente los Ordenadores por la extralimitación de los créditos legislativos abiertos a Gobierno y por los suplementales y extraordinarios que éste mismo abra para la ordenación de los gastos que ocasione el servicio respectivo y que no estén en los casos en que por la Constitución ó por la ley les sea permitido abrirlos.
