Art 4.° Al espirar el privilejio, que será hasta por veinticinco años, se entregará el rio en estado de navegarlo como queda dicho en el articulo anterior, debiendo pagar el empresario, por via de multa a favor del Estado, la suma de dos mil pesos, en caso de faltar a esta condicion.
