El Gobierno enviará tan luego como entre en vigencia esta Ley, un Ingeniero que haga el trazado de un camino que ponga en comunicación el río Sinú con el golfo de Urabá, escogiendo la vía que sea más adecuada, según las conveniencias comerciales y las facilidades del terreno.
