° No habrá solución de continuidad en la construcción y sostenimiento de las carreteras que construye y sostiene la Nación, y que atraviesan poblaciones. En consecuencia, las calles que atan las carreteras deberán adaptarse a las necesidades del tráfico y el sostenimiento será por cuenta de la Nación en la misma forma como se haga con las carreteras.
