Para el cumplimiento oportuno de lo dispuesto en la presente Ley, autorízase al Gobierno Nacional para que abra los créditos indispensables y haga los traslados necesarios en el Presupuesto de la próxima vigencia en caso de que no sean incluidas en él las partidas mencionadas en el artículo anterior.
