º CONSEJOS INTENDENCIALES Y COMISARIALES NATURALEZA E INTERROGACION. En cada Intendencia y Comisaría habrá una corporación administrativa de elección popular que se denominará Consejo Intendencial y Consejo Comisarial, respectivamente, integrada por no menos de nueve (9) ni más de quince (15) miembros, según lo determine el Consejo Nacional Electoral, atendida la población estimada para el año inmediatamente anterior al de las correspondientes elecciones por el Departamento Administrativo Nacional de Estadística (DANE).
