La Nación procederá a adquirir, en negociación directa o por expropiación, los terrenos situados dentro de los límites de los barrios a que se refiere el artículo anterior, y los venderá a precio de costo y con facilidades de pago según el caso, a los propietarios de mejoras o viviendas. La adquisición y la venta se harán por conducto del Instituto de Crédito Territorial.
