Asímismo autorízase al Gobierno para contratar con los Departamentos la terminación o construcción y la financiación de las obras de canalización, canales de irrigación o de aviamiento que se estén construyendo en la actualidad o sobre las cuales existan planos y presupuestos aprobados por el Ministerio de la Economía Nacional.
